Project Management Units (PMUs)

U.K. Sinha Committee report prescribes a more focused engagement of SIDBI with State Governments, in various forms, which, inter-alia, includes helping State Governments in designing or operating MSME related schemes, resolution of stressed MSMEs, learning events for MSME entrepreneurs, etc. In the above backdrop, it was envisaged to enter into MoUs with respective State Governments outlining roles / responsibilities and broad areas of intervention for better synergy and help the state governments to work on the UK Sinha Committee recommendations.

Footprints

  • Till now under 2 phases, MoUs have been signed with 20 states viz. Andhra Pradesh, Assam, Delhi, Gujarat, Haryana, Karnataka, Maharashtra, Rajasthan, Tamil Nadu, Uttarakhand, Uttar Pradesh, Telangana, J&K, West Bengal, Odisha, Bihar, Chhattisgarh, Punjab, Jharkhand & Madhya Pradesh out of which PMUs (2 resource team) are operational in all 20 states.
  • Some of the major works done under PMU intervention includes the following:
  • Preparation of MSME Profiles in 16 states (Andhra Pradesh, Assam, Bihar, Delhi, Gujarat, Haryana, J&K, Karnataka, Maharashtra, Odisha, Rajasthan, Telangana, Tamil Nadu, Uttarakhand, Uttar Pradesh and West Bengal)
  • Development/operationalization of MSME Policy (Rajasthan)
  • Developed App for identification and revival of sick MSME units (Andhra Pradesh)
  • Helped formulating MSME - Mini Cluster Development Scheme. (Gujarat)
  • helped in formulating “Mukhyamantri MSME Suraksha Yojana” and “Social Security Scheme for Artisans and Weavers”(Rajasthan)​
  • Credit Guarantee Funds/Scheme ( Tamil Nadu & Assam)
  • Helped in preparing “Compendium of MSME Schemes of Central & State” and revising “State Public Procurement Policy”. (Telangana, Karnataka, Punjab)
  • Cluster-based financing instruments for Raw Material Banks, Rolling out TReDS (Tamil Nadu)
  • Developing a cluster information framework comprising cluster baseline information, preliminary project report data, for identification of potential clusters suitable for convergence under MSE-CDP (Andhra Pradesh)
  • Prepared a state level Cluster tracker and presented to all State line departments (Maharashtra)
  • Dying Leather Cluster in Ahmedabad – Reviving more than 150 micro units run by SC/women entrepreneurs with CFC intervention under Mini Cluster Development Scheme (Gujarat)
  • Prepared a proposal for holistic development of Khadi cluster in the state, where approval of the project is in process from Finance and P&C Dept. (Odisha)
  • Introduced MSME Business Incubation Center concept to Delhi Skill and Entrepreneurship University (DSEU) and facilitated - DSEU to submit an application for empanelment as a host institution under the MSME Innovative Scheme. (Delhi)
